I am not sure about the word--cheating.

in the adm com's eyes, all of the recommendation letters and forms should be filled by the recommenders. then there is no cheating.

how about the following situations?

1, I write the letter, fill the form. ask the recommender to sign.

2, I write the letter, fill the form, the recommender empower me to sign.

3, the recommender does all by himself/herself.

also the related question, how could they find out the difference?

I don't know. But the bottom line here is that you should be honest!  I think any behavior related to cheating is not worthwhile in my eyes.
