求教：并列补出

回了半天帖子，差点把自己的问题忘了。
the guiding principles of the tax plan released by the Treasury Department could have even a greater significance for the economy than the particulars of the plan.

C even greater significance for the economy than have
D even greater significance for the economy than do

我选了C。因为could have... than (could) have. 答案是D, have ... than do...
我不太明白这种并列时，could要算进去，还是不算呢？为什么？

我觉得这里所要补出的助动词应该是do,不是have
而且我以前上新东方的时候，语法老师说过，在GMAT中，may=might,could是can的过去式（这点仅供参考，因为我也不是很确定他说得对不对）

答案说BD都可以，B 更好。可是我恰恰先排除这两个，but后面连接句子，可是one that was...是一个名词。
而且B的represent not也有问题，我觉得应该是represent no ...

所有选项后半句都是单数，无法和主句主语zones对应，所以我把它们看成和principle对应，意思是这个principle已经早在PR的OB中实行过了，所以选了E。
大家是怎么看的呢？

对于第一题还是有点不明白，你的意思是不是could就不用管了？ 我作题的时候，是这样想的：could have... than did,一看选项没有did,就选了have. 我经常会有这种错误，有助动词出现的时候如：can do, could have, have done, 不知道是补出助动词，还是主要动词，你是怎么解决的呢？
第二题的 B represent not的表达法对吗？

1、绝对是要补出助动词的，这点要非常明确，像你那道题目是have表示有，就应该补出do
2、represent这种表达方式比be...好

又一题：
Alaska regularly deposits some of its profits from the sale of oil into a special fund, with the intention to sustain the state's economy after exhuastion of its oil reserves.
C fund intended to sustain the state's economy after oil reserves are exhausted.

我本以为后半句是A所做动作的伴随状语，也就是A做这件事，目的是。。。
可答案是C 变成fund的目的是。。这不是明显改变了原句的意思了吗？

还是糊涂呀！补出助动词的话，不就是could have ... than could了吗？综合一下 David0822 的意见是不是理解成 could have...than (could) do比较好呢？

我也觉得represent这种表达方式比be...好，可是否定词not能在represent 后面出现吗？符合语法吗？
