the guiding principles of the tax plan released by the Treasury Department could have even a greater significance for the economy than the particulars of the plan.
C even greater significance for the economy than have
D even greater significance for the economy than do
我选了C。因为could have... than (could) have. 答案是D, have ... than do...
the proposed urban development zones( do not represent a new principle;it) was employed in "operation Bootstrap"in Puerto Rico.
B represent not a new principle, but one that
C are not a new principle;the same one
D are not a new principle, but one that
E are not new in principle; it
可是我恰恰先排除这两个,but后面连接句子,可是one that was...
而且B的represent not也有问题,我觉得应该是represent no ...
to 猫猫头:
我作题的时候,是这样想的:could have... than did,一看选项没有did,就选了have.
the guiding principles of the tax plan released by the Treasury Department could have even a greater significance for the economy than the particulars of the plan.
C even greater significance for the economy than have
D even greater significance for the economy than do
我选了C。因为could have... than (could) have. 答案是D, have ... than do...

could have(1) ….. than ….. have(2)
could 助动词
have(1) 动词
have(2) 动词 以do取代
Alaska regularly deposits some of its profits from the sale of oil into a special fund, with the intention to sustain the state's economy after exhuastion of its oil reserves.
C fund intended to sustain the state's economy after oil reserves are exhausted.
