Although the ratio of physicians to total populaiton is about the same in the united states and canada, the United States has 33 percent more surgeons per capita.Clearly, this is the reason people in United States undergo 40 percent more operations per capita than do Canadians.

The explanaiton given above rests on an assumption that

结论：是因为外科医生多33%，所以人均动手术也多了40%。
假设：美国病人和加国病人相比，不会额外要求做手术。换句话说，人均动手术多不是自己主动要求的，而确实客观的有这么多手术要做，也确实对应这么多医生。
