那道失业率的jj选什么呀？

A town's unemployment increased 1500 last year. But there were 1000 new jobs created in this town. Therefore, there are approximately 2500 people from outside of A took the jobs.

条件：去年，A城失业人口增加1500，但A城去年却增加了1000个职位。
结论：从外城进来2500个人找到了工作。
我能想到的假设方向：A城失业人口应该不包括A城的人在外城的失业人数。
所以，4答案改成not decline，我觉得就对了

这是一个思路，可是是削弱啊，这不正说明了外面来的人没2500吗？
