Than之后那段到底是什么意思？当然即使不大明白，这个选项还是长得最象答案的。

OG-150题题干：
United States hospital have traditionally relied primarily on revenues from paying patients to offset losses from unreimbursed care.……at or below actual costs.

其中UNREIMBURSED CARE 产生的费用是否排除在ACTUAL COSTS 之外？
