答案是D, 可是翻来覆去都没办法看懂这句话到底要表达什么意思，感觉上是最高法院裁定公立高校能从反对某些活动的学生那里收取活动费用，只要得到钱的团体是不考虑他们的意见选出的。   这里的几个they, their也比较晕，总之看不到要表达个啥。

原句有错，怕理解起来有偏差（当然做题时候必须从一个表达错误的句子看出它的语义来）所以直接上正确句子来解释吧~
正确句纸是这样的：

ruled what?

public university can collect student activity fees...
公立学校可以收取学生活动费 嗯..

from who?
even from students who object to particular activities
嗯 向那些反对某些活动的学生收取

And then?

so long as
=as long as 只要

the groups given money are chosen
=the groups (that are given money) are chosen
那些groups被选中…

以什么标准来choose？
without regard to their views.
不需要考虑他们的观点~

原句就是没有表述好universities, students 和groups之间的关系。即，universities向学生收钱，但是收钱有一个前提（必要条件）即，groups are choosen.

谢谢楼上的耐心细致回答，句子的结构算是理清楚了，大意是：只要被给钱的group是不考虑他们的意见选出来的 学校就可以向学生收入费用。

我还有一个小疑点就是这个group是指的什么？这个理不清楚 整个句子要表达的意思就还是没有完全明白。谢谢
