偶个人对句子的理解是这样的:

In....,是个状语成分，对解题没什么用，可以不去看它；
主语： dioxin
动词：induces
宾语：the production of enzymes
that引导的是个从句，修饰enzymes（离that最近的名词），所以，后面的动词才要用are,这个跟是否并列好像没有什么关系。
