1 B is faulted,because "forbid sb.from ding..."is unidiomatic.Instead A employs  an idiomatic form "forbid sb/sth." and  "a strike " in A is more specific without ambiguity ,thus A is the best answer.
2 In this case,"flat" is a modifier of "be packed" as an adverb.
3 Although "what" sometimes can act as a noun,it has not specific referent in B.
B also viaolats the parallel form "the rate ..better than the rate...",so A is preferable ,which applies "that" rather than "what" to complete such form.
