what is assumption?

why is A correct?

I don't agree with the first problem.

The second one's ans is E, I think. If A, then false positive results don't hurt much, why to restrict them to the lowest proportion? If C, false negative results will bring disastrous effects, why not address the false negative proportion at all? Only E, clears the doubts.
