后半句的意思“唯一的原因是要避免设施的重复建设“

in that 从句跟在主句后面不需要逗号隔开；要避免的是设施的重复建设－the duplication of facilities 而不是重复的设施duplicated facilities 。
if only because 唯一的原因是。。。。
