我的理解是这样：

A不对，一是因为不够简练；二加了逗号之后，with the intention to 可能是修饰前面整个句子，也可能是修饰主句主语Alaska，修饰模糊，但都不是修饰fund。三its oil reserves中的its 也指代不明。

C中intended to紧跟fund，是修饰fund。结构简练，过去分词表示这个fund的作用是如下这样这样。。。
