B. when short-term rates rise and they are unable to raise ----- 答案为B。我认为:they sometimes lose money是主句,而when开始直到句末都是从句;when从句中的they指代saving banks。请问: --- 为什么they不会被认为指代when从句中的short-term rate?它们两个离的最近而且都在一个从句中。 ----- 谢谢!

1. which refers to 1992, so your rewriting is not right either.

1)which可以指前面整个句子的内容,所以,有指代sales这种情况的嫌疑,因此,这里用which不太好

2)they sometimes lose money when short-term rates rise and they are unable to raise the rates on their mortgages. 这种情况下,我觉得应该从逻辑的角度来理解,如果,第二个they指rates的话,原句变成,rates are unable to raise the rates on their mortgages, 语义不通,所以,我认为这里they没有指代错误的问题
