1）which可以指前面整个句子的内容，所以，有指代sales这种情况的嫌疑，因此，这里用which不太好

2）they sometimes lose money when short-term rates rise and they are unable to raise the rates on their mortgages. 这种情况下，我觉得应该从逻辑的角度来理解，如果，第二个they指rates的话，原句变成，rates are unable to raise the rates on their mortgages, 语义不通，所以，我认为这里they没有指代错误的问题
