求指点，曼哈顿的一道习题

刚才看曼哈顿，有点困惑
After the fact that the test format was changed, scores subsequently dropped by more than a 25% decrease.
题目要求找出句中的重复成分，答案是这样的：Redundancy (the fact that; dropped and decreased; after and subsequently).后两种重复我都找到了，但是the fact that为什么重复了呢，求高人指点

这句子不是不简洁了吗，如果是原来的句子，直接After  the test

format was changed,就可以了阿，所以是effecitive的错误。可以省略the

fact.
