其实我认为，主要是句子意思和句子重心发生了变化，这是SC的高级阶段，因为：
A: it is unlikely that its effect on their size is significant重心和意思是[its effect on their size is significant] is unlikely，
而句子本来想表达的是[its effect on their size] is unlikely to be significant.
句子意思、重心的保持以及逻辑合理性一定要考虑的，当然一般情况下是在最后无奈的时候。先考虑的是语法点、固定搭配等。

但是该句第一个it明显是形式主语,没有实际意义.后一it为实际代词.代the coordination of monetary policy.
不过如果英语中没这样的说法,it is ...that its....我想我记住好了.
