定语从句的修饰问题-对OG解释的困惑

The commission proposed that funding for the park's development, which could be
open to the public early next year, is obtained through a local bond issue.

(A) that funding for the park's development, which could be open to the public early
next year, is
(B) that funding for development of the park, which could be open to the public early
next year, be
(C) funding for the development of the park, perhaps open to the public early next
year, to be
(D) funds for the park's development, perhaps open to the public early next year, be
(E) development funding for the park, which could be open to the public early next
year, is to be

OG 的解释:

===================================================
Choice B is best.

Choice
A attaches the relative clause which could be open... to the noun
development, when, in fact, it is the park that could be open.

Choice
E, which seriously distorts meaning, says that the commission proposed
development funding and that such funding could be open to the
public....

在A里,OG认为which从句修饰的是development,最近的名词, 但是E里OG却认为which从句

修饰的是funding, 而不是park, 是OG的解释错了, 还是我没理解呢?

个人认为,E中The commission proposed development funding for the park, which could be open to the public early next year, is to be development funding 作为proposed 的宾语,根据中心词原则,which 就应该修饰development funding .感觉可能如果which前没逗号那可能就修饰park. 不知对否?

OG是由一群老师编的。

一般来说,
A of B , which从句--à 从句修饰B
A for B, which从句--à 从句修饰A

TOP

E                 development funding for the park, 偶觉得which从句语法上修饰funding和park都行,从语义上修饰park。和B类似。

如果E有问题,B也有问题。ETS是强盗逻辑。

请指正。
