hope 后will enable 前面并没有省略主语，因为主语就是 引导词that 被提到前面去指代 measurements 了
但是这里省略了一个引导宾语从句的that   hope (that) the measurements will enable them to...
一般情况下 宾语从句的引导词是不能省略的,但是这里是一个复合结构的定语从句，也就是定语从句里面还包含了一个宾语从句，习惯上要省略被包含的那个宾语从句的引导词
