但是我不懂得是,我感觉a是推出来的而不是文章的讯息(ㄟ…..自己也愈写越模糊 ),只是感觉这类题型的答案很少是这样用推的,也就是我觉得他写的超出文章的信息,请问可以这样推吗?

另外,答案d,是不是感觉有点像assumption ,因为 Canadian shoppers 可以在 border 的地方买到 他原本要的东西,所以Canadians now increasingly engage in “out-shopping,” , 偷偷问一下,不是有人说过 conclusion 题也可利用assumption 来做吗?请问这里我的思路是不是有错

tax base * tax rate = amount for social service shopping within Canada --> pay tax --> tax is used for social services. if more people shop outside Canada --> don't pay tax --> smaller overall tax base so, to maintain the same amount of money for social service, tax rate has to be increased.
