税率下降了但政府收到的税收金额并没有减少,说明宾馆营业收入增加了,但营业收入增加即可能是入住人员增加,也可能是入住人员的居住时间增加了,C排除了后者,所以前者就是题目的结论自然成立。

E我觉得只能说明宾馆营业收入的增加主要是来源于房费收入,而不是餐饮服务收入。而没有进一步分析房费收入增加原因即C中提到的原因。
