E 好像推不出来。 举个极端的例子，假如Merton County 99％的人都是more than 40000, 只有1％的人是低于40000的，没有高于60000的，但Sommer County虽然有5％的人高于60000，但两级分化严重，没有在40000-60000之间的，剩下的人都低于40000。 很明显还是Merton 的平均水平高呀。 推算下来应该是B，Merton County 的 annual income of more than $40,000，有两种情况，一种其中有一部分人工资在40000-60000之间，如果这样，B就对了。 另一种情况是所有Merton county的人都在60，000以上，这样也算是more than 40，000 的，但这就与下文说sommer county 的 60，000以上的比例最多不符合了。 所以一定有在40000-60000之间的人。
