at fault 应该改为  their fault.
另外，冒号 的用法是 一般是 冒号后的一段词组或句子 都是 应该修饰 冒号紧邻冒号前的 名词。
根据意思，冒号后的 一整句话 应该修饰的是 the impact of microcomputer technology.
而B 这里冒号后 一整句话 修饰了 fault， 意思就不正确了。

B的正常语序应该是加入it形式主语，就变成了it can hardly be said that

educators have not anticipated the impact of microcomputer

technology to be at fault

这样的话，这个句子其实并不是一个完整句，to be at fault部分应该改为

is their fault，填补进去谓语动词这个才是完整的句子

思路：
A:  that 引导从句可以放句首，但一般不提倡。That引导的从句，一般用形式主语来代替，特殊情况非要放句首的时候要避免 {从句+谓语动词+从句} 这种错误结构；  It无指代 ； it can hardly be said that…..这里的it才能指代that从句；
