应该是E.

如果老人们原来是靠孩子们补助他们的收入使得他们正好能够过上comfortable living（也即：单纯靠他们自己的收入是没法过上comfortable living的），那么如果他们的收入增加了20%，但孩子们的补助也将相应减少，老人们还是正好能够过上comfortable living，所以他们是no better off financially than before.

So, E provides a good explanation to complete the original passage.
