请教hopefully和it is hoped区别

请问两者的区别何在？曾经看到帖子说是hopefully表示客观上，希望很大，但是查longman,似乎不是这样。

另外，ETS prefer哪种用法呢？谢谢。

longman上对hopefully解释如下：
