I think the answer is A, rite?

There is a paradox in this problem, the higher admission rate, the

lower occupancy, while the lower adimssion rate, the higher

occupancy.Only A can explain why this could happen. Because people

stay in nursing house for a longer time than ever, that's why lower

admission rate can still cause the increasing number of people in the

nursing house gradually.

C的意思是说任何时候occupancy rate升高, admission rate就升. OG解释说题干里并没有说明1975-1985年发生的情况是正常的还是不正常的, 所以不能作出C这样的推理.
