请教much和many用法的区别-OG SC-10

请教各位much和many用法的区别，我印象当中much是用来修饰不可数名词，

而many是用来修饰可数名词的。可是OG SC的第10题答案竟然是A，就是说

much可以用来修饰voters，这又是怎么回事呢？谢谢！

这里的much不是修饰voters的。句子翻译过来是“不管选举人多么赞成....,...还是很困难的。从意思上看however much是修饰agree的!!

不过我觉得这句话如果写成No matter how much United States voters may agree that就更好理解了。
