选A吧，因为文章中说可能威胁到的是certain species of rare migratory birds，C项里面说的是native species.

我一开始也选错了，后来仔细研究了题干，发觉纠结C是因为理解错了题干。
提干后半句“certain species of rare migratory birds”指的是“其他迁徙的珍稀鸟类”，而不是我最初理解的“其他不怎么迁徙的鸟类”，然后就自然理解为C选项的“本地鸟类”
思维也就错误的认为“本地鸟类不吃rice,可以避免误杀”
之后便明白A"第一批到来的鸟，可以先吃有毒的rice,之后即便没有吃完，也有时间在其他鸟来之前把毒米收走"
