Choice A is correct. Choices B, C, and E could be read as saying that state governments can be compensated for damaging their own natural resources. The phrasing in C, D, and E is needlessly wordy, and for the damage of in D is unidiomatic. This question is difficult.

A是compensating...for damage(名词)

而以C为例,give compensation for damaging their natural resources

另两项相当于give sb ... for ding sth 更表示动作了。
