我的理解，看是不是这样：

certain tasks that Vernon performs relatively inefficiently  即指原文中的V公司自产那些可以由outsourcing来降低成本的原料这个活动。所以如果让给independent suppliers去做，找E所说，可以腾出更多的时间让管理层处理公司的核心业务，所以在改善管理方面支持了这个计划可以提高公司利润的可能。
