Seven countries signed a treaty binding each of them to perform specified actions on a certain fixed date, with the action of each conditional on simulataneous action taken by the other countries, each country was also to notify the six other countries when it had completed its action.

Because all seven countries take simulataneous action indicate that no countires can initiate the next action until all the other six countries complete the action. So, for each action included in the special atcions, it takes time as long as the last country can complete it. That means: Time(special actions) = max Time (action 1) + max Time (action 2) +... Thus the compliance date was subject to postponement.

如果这样，恐怕偶用不上，因为很快就要考了，只能通过理解去推。

be subject to, might, might not 不都是表示有可能或不可能吗？ 从中怎么可以体会出大不同？ 我倒是不能从题目中得出各国都有理由不执行行动的逻辑。记得做过一道关于候选人得题，和这题有点相似。那题里有个条件是必须得到被提名者本人得同意才可以将他做成为候选人，而征求提名人意见时必需提供其它候选人的名字。那题中的条件导致整个选举程序无法进行。可这题不同，关键词在同步行动上，如果各国都有理由不执行不需要同步也可以做到。
