Inan attempt to reduce the crime rate, the governor is getting tough on criminalsand making prison conditions harsher. Part of this effort has been to deny inmates the access they formerlyhad to college-level courses.  However,this action is clearly counter to the governor's ultimate goal, since afterbeing released from prison, inmates who had taken such courses committed farfewer crimes overall than other inmates.

但是这样是不对的,因为研究发现上了课的人出狱之后的犯罪率相当之低

C选项 那些选择去上课的人,不是本来就更不容易再犯罪的人  (建立在这个基础上,黑体字的结论才能成立)
如果取非,变成这些上课的人本来就是不想再犯罪的人,那么结论“上了课的人出狱之后犯罪率会降低”就无法成立
