从语法上讲, produce and make it,很难理解,凭ETS的习惯,这种地方绝对是常用陷阱

从逻辑上讲,by...是可以作为方式的. 通过这个过程,语言被创造并在这个过程中被理解,比A的make it understandable更符合逻辑. A岂不是在说是这个过程本身发出了make的动作? 我认为不是吧, 应该是语言通过(by)这个过程才使大家理解吧.

另外,我觉得instead of被ETS冷落,除了它的用法外,它本身的意思也是一个原因. instead,暗含"取代",所以很多时候句子用rather than意思更讲的通: 是A 而不是B. 并不是" A取代了B". 在这个题目中也一样, not...but...就是"不是A而是B"的意思,不能用instead of来表示.
