这里一眼就看出是在B和C中找答案;
B 的some---others---很匹配,这是题眼;
我想the courts是a public resource 的同位语;前面有Judge 后面用the courts 来举例a public resource 无可厚非;
再看为什么不直接说the courts in theory available to all but in fact unequally distributed between~哈,其实这里的in theory available to all but in fact unequally distributed between 就是(which are)in theory available to all but in fact unequally distributed between;就是说B和C的后面部分其实是一个不省略,一个省略~
