当然E选项跟原句的中心更为接近。og认为C最后的is多余。

我在做的时候，认为at least as strong as the present act is. 恰恰是因为E没有is才排除了E。而且C选项的结构也是正确的。

这两道题的省略应该怎样解释呢？尤其是266题。
