这个未必。有时候要看整个句子的意思的。就近原则并不是万能的。

我的想法是：Minnesota是主语，is 是谓语，，表语是one。后面的定语从句是对one 的修饰。

从句中谓语是has,宾语是a sizable wolf population“有一个相当大的狼群数量”从句中缺的是主语，很显然我们知道从句的主语就是那个先行词one of the contiguous forty-eight states ,按照传统语法的规定，从句中少拉主语和宾语的时候我们用关系代词（that ,which,who）

而且，所有的复合句子关系，要么并列要么主从，where this predator remains the archenemy of cattle and sheep，后面的也是一个定语从句，前面怎么有一个并列的连词？？？
