对这句话的理解一直有疑点， 是说狗形成 uncontrollable pack 还是说这些放牧的狗会赶geese最后导致geese形成uncontrollable pack，造成对helicopter的直接威胁。

估计这要有放牧经验的native English speaker来做个澄清了。
