Why A is not right? Is it because of " Prior to the drought of 1983"? If it is "Due to the drought of 1983", is it the answer also? Thanks.

所以choice C 的答案是指因為drought , 所以農民收到較高的市場價格,

因此,這次同時也就收不到政府約$10 billion的補助 ?
