Please tell me why not C?Because "rather than "is a conjunction?

Look at the bold-faced words:

The argument says "where there is abundant precipitation and where it is cold enough to allow some snow to accumulate year by year.

(C) glaciers are the cool, moist middle latitudes rather than the cold, dry polar regions

 they are saying the opposite, and hence can not be matched. So C is wrong
