A说的是"C不会牺牲利润来换取价格上涨."就是说C的烟草加税,价格上涨是必然的.也就是一定会销量下降.

原文说价格上升百分之十,销量下降百分之四,根据简单计算,加税九美分使价格上升百分之十,所以推出结论销量下降百分之四。A取非,得卖者不会让消费者承担因税收提高而增加的成本,他们宁可少获得利润,也就是说价格没有上升百分之十,当然销量也不会下降百分之四。所以削弱,加not就是答案了。
