another increase might be on the way 是对speculation内容的解释，因此用of表达不如用that到位。而to raise borrowing rate是decision的目的，因此用that就不如to准确。不知道这么想对不对。LZM中提到过类似用法的区别。

possibly  副词 修饰的对象应该是动词 而不能直接修饰名词
