Total pay=hourly rate X hours

If hours are same in Y and Z, and Y paid higher in total, the hourly rate in Y should be higher than it in Z. However, if there is overtime work, the hours are not same, and the overtime rate should be higher than the regular rate. Therefore, the conclusion that Y's hourly rate is higher than Z's can only be reached only if there is rare overtime work in both Y and Z.
