答案为E,但是问题里strengthens the argument到底是针对第一句话还是后面的观点。

then if lock-picking equipment  decrease in the future, as D says,  burglary increase rate will  at least  be reduced to some extent.

E,  "The introduction five years ago of harsher punish-ment" is a new conception, and if little effect,then will still little effect in the future, so `won't help decrease  burglary rate.

then  if purchasing number increase, illegally copying number decrease.

thus E strenthen the argument i.e.,the whole passge.
