Not necessary. Even if the number of days with hevay rainfallin 1990  was smaller, but the degree of fall was a lot larger, it is still possible for answer A to be valid.

If they changed the word lower to higher, it would be so obvious.

B.C.E的确都有错误，但是A这个选项可以使好几种可能，the number of days with heavy rainfall 可以是lower,higher,even the same，因为程度可以不一样，这个题出题点到底是什么？

这么说来d也可以成立了，the total number of inches of rain that fell on days with moderate rainfall in 1990 was more than twice what it had been in 1910，因为the number of days with moderate rainfall 不等于the total number of inches of rain that fell on days with moderate rainfall ，也可以是天数1990年的比1910年的少，但是1990年下moderate rainfall 的程度比1910的大很多，不是也可以成立么？

D is not right because the number of days was fewer with moderate rainfall in 1990.  Even if the number of days was only one day less, with the range of 1 - 2 inches, it is impossible for the total number of inches of rain that fell on days with moderate rainfall in 1990 to be more than twice what it had been in 1910. Hence, D is impossible. 

 You can pick any number of days and do the calculation youself.

just as you said: the degree of fall was a lot larger, it is still possible for answer D to be valid.

 moderate rain:              1990     1910

 number of days:               1         n>1  

每天下雨程度:               24小时    1小时

the total number of inches:24*1    n*1

24*1 could > or < n*1

so the answer could be twice or triple or even more
