B is right.

R legislators want to ban the exports from R to S since R want S less

repressive.
Companies in R want exempation since telecommunication equipments widely

availible to the population in S. The key word is "widely".

Option B eliminate the possibility that telecommunication equipments can

not be widely availible to the population in S.
