Method 2:

conclusion: BUT innovation is limited by standards laid down by authorities
THEN a question mark should pop up in your mind, what  happened to the innovation that are interested by racers.
THEN the assumption is racers buy only innovations that are approved by authorities, so the argument concluded innovation is limited by standards laid down by authorities.
