就是说要对一个特定的国家实施贸易禁运，要具备两个条件，即国际协定和阻止货物进出那个国家的能力都必须要能持续进行。对Patria's ports 的封锁是贸易禁运的一个必备条件，但是封锁港口可能导致国际对此禁运的不和谐，所以就与上面的两个条件中的国际协定产生了矛盾，因此对于Patria的禁运是有可能失败的。AC无关，B削弱，E与题目矛盾。我这样认为的。
