但是新的药价格应该也不能上涨吧?

觉得A是相对正确的。the ministry of health prohibited drug manufacturers from raising any of their products' prices 通过限制提价。 新品取代旧产品,不在限制范围之内。

B选项,原文没有提及用药人数占总体比例, 总量增加不能解释。

A 更好。

这就跟现在市场上买药一样:ABC价格高,治感冒,国家要使控制ABC.

厂家改名CBA, 继续价格高,治感冒。
