刚才仔细想了想，看了其他的解释，认为，这个题可以这样理解：

如果大多数人都以希望建了地铁以后我们开车就会不堵车【只是他们的YY而已~】，那最后的结果是，大家还是没人会去坐地铁，堵车依然存在。

“支持轨道的人认为，公路的最大好处是少拥堵”... [what A says]

所以他们继续选择公路去了，即使他们支持轨道。重点在于primary这个词~
