请教LSAT test2,sectIV, 12

12. “Though they soon will, patients should not have a legal right to see their medical records. As a doctor, I see two reasons for this. First, giving them access will be time-wasting because it will significantly reduce the amount of time that medical staff can spend on more important duties, by forcing them to retrieve and return files. 问:下面哪个正确,保证第二个原因不会排除第一个原因的可能
    言外之意,第一个原因还是有可能存在的
A:  新法律要求医生必须马上写纪录
    如果一开始纪录都不写,就不会存在浪费时间的问题了
