I think C is the correct answer. But in keys it is A

我觉得C的意思是说选课的罪犯本来就不比其它罪犯更少地犯罪。

对C取非,如果说选课的罪犯本来就更少犯罪的话,那么就不是这种课程使他们更少犯罪了,对原文起到削弱作用。
