请问这道题是不是问如果 Mr. Kramer 要获得全部投票的 50%，所需要的票数和已获得的票数之差，占总选票的百分比啊？如果不是，那么 what percent of the remaining votes 中的 remaining votes 指的是多少？是总票数的60%吗？似乎不合理，因为另一个候选人也获得了一定的票数呀！
