The cotton farms of Country Q became so productive that the market could not absorb all that they produced. Consequently, cotton prices fell. The government tried to boost cotton prices by offering farmers who took 25 percent of their cotton acreage out of production direct support payments up to a specified maximum per farm.

A说的是:降价意味着亏本,而政府财政收入是需要从农场的利润里征收的。

那么,价格上升就可以避免政府收不到税的情况;体中说如果农场少种棉花从而使得棉

花价格上升的话,政府就会支出这些农场一些补贴。

显然这个政策要想成功(包括政府不吃亏),最基本的是棉花价格要上升以弥补补贴的

支出。

但是,还是有点不明白,A选项只是指出了隐含前提,并没有表明“棉花价格要上升到足以弥补补贴的支出”,才会使得政府"will not be a net burden on the budget".

 a net burden:: 即 政府不是纯粹的财政支出,部分支出将从税收的增加中弥补

不是完全的负担就是说:在支出的同时政府是有一定好处的.(税收比原来多了),在数

量上收入不一定要能弥补支出,只要收一点就好一点.
